In June 1941 [1] Fletcher Holdings received a licence (under the Industrial Efficiency Act) from the Department of Industries and Commerce to manufacture asbestos in the South Island under the name of Dominion Asbestos Products Ltd.

In March 1942 [2] it was decided that in view of the possibility of further industries being established in the future on the Christchurch asbestos factory site the name of the company should be Dominion Industries Ltd. It would be responsible for the development of the company's industrial site at Mandeville St, Riccarton, Christchurch.

During 1942 [3] Fletcher Holdings also received a licence under the Industrial Efficiency Act to manufacture linseed products.

Dominion Industries Ltd was registered on April 14, 1942 [3] with a capital of 60,000 pounds. Its activities were confined to two main fields: the establishment of an asbestos cement products factory and a linseed products mill. Two separate divisions of the company were formed to deal with these two functions: Dominion Industries Ltd (Asbestos-cement Products Division) and Dominion Industries Ltd (Linseed Products Division).[4]

The linseed oil factory was established in Dunedin and was officially opened on April 3, 1943.

In June 1943 [5] JC Fletcher resigned as Managing Director of Dominion Industries Ltd and JS Fletcher was appointed Managing Director as he had transferred to Christchurch to supervise the activities of the South Island businesses. JC Fletcher was appointed Chairman of Dominion Industries Ltd. EG Pulbrook was appointed General Manager of Dominion Industries Ltd (Asbestos-cement Products Division).

In 1954 Fletcher Holdings undertook a re-structuring of the group and Dominion Industries became Fletcher Industries Ltd. The new Fletcher Industries operated the factories of the existing manufacturing companies, including the asbestos-cement and linseed products factories of Dominion Industries.[6]
